The name Kibi S̺àna Kâchyâ is derived from the Goblin language, as Kibi S̺àna Kâchyâ was founded by Trêpî, who was culturaly Rattu.
Climate
Kibi S̺àna Kâchyâ has a yearly average temperature of 15°C (59°F), with its average temperature during the summer being a pleasant 24°C (75°F) and its average temperature during the winter being a cold 6°C (42°F). Kibi S̺àna Kâchyâ receives an average of 143 cm/y (56 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Kibi S̺àna Kâchyâ covers an area of nearly 164 km2 (65 mi2), and an average elevation of 5280 m (17322 ft) above sea level.
Overview
Kibi S̺àna Kâchyâ was founded durring the late 11th century, by Trêpî. The establishment of Kibi S̺àna Kâchyâ was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Kibi S̺àna Kâchyâ's construction back out of the project. Trêpî pushed on reguardles, and Kibi S̺àna Kâchyâ was finished, but starts off as a terible place to live.
Kibi S̺àna Kâchyâ was built using the conventions of Rattu durring the late 11th century. Naturaly, all settlmentss have their own look to them, and Kibi S̺àna Kâchyâ is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Kibi S̺àna Kâchyâ is buildings are arranged arround a single narrow cobblestone mainstreet with many smaller streets branching off of it which gives the city a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The city is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. Kibi S̺àna Kâchyâ's exceptionaly well made fortifications has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
Right off the bat Kibi S̺àna Kâchyâ hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this city has come into quite a lot of wealth, and recently from the looks of things.

In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Kibi S̺àna Kâchyâ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kibi S̺àna Kâchyâ's natural decorations nor waterways.
Kibi S̺àna Kâchyâ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Cultural Notes
Kibi S̺àna Kâchyâ's locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.
Kibi S̺àna Kâchyâ's town hall was built using a different architectural style from the rest of the town. The style used is characterized by order, symmetry, formal design, grandiosity, and elaborate ornamentation. Stone exteriors are massive and grandiose in their symmetry; interiors are typically polished and lavishly decorated with sculptures, swags, medallions, flowers, and shields.
